Belarus – Egypt

The diplomatic relations between the Republic of Belarus and the Arab Republic of Egypt were established on February 1, 1992.

The Embassy of Belarus to the Arab Republic of Egypt was opened in August 1997.

Egypt is represented in Belarus by Ambassador of the Arab Republic of Egypt to the Russian Federation and non-resident Ambassador to the Republic of Belarus Mohammed Al-Badri.

President of the Republic of Belarus carried out an official visit to Egypt in June 1998.

Egypt was visited by Deputy Prime Minister of the Republic of Belarus (1996), Minister of Foreign Affairs (1998, 1999, 2006, 2009), Chairman of the State Committee for Science and Technology (2000), Minister of Trade (2003 and 2016), Minister of Culture (2004 and 2008), Minister of Internal Affairs (2006), Deputy Chairman of the State Military Industrial Committee (2015).

Belarus was visited by Minister of Industry and Trade (2014), Deputy Minister of Foreign Affairs of the Arab Republic of Egypt (1997, 2005, 2009), Chairman of the Commission on Planning and Budget of the National Assembly (2002), First Deputy Minister of Foreign Trade (1999, 2003), President of the Academy of Scientific Research (2004).

Ministries of Foreign Affairs of Belarus and Egypt held five rounds of political consultations at the deputy ministers level, the last one was held in Cairo in June 2015.

In December 2014 Foreign Ministers of Belarus and Egypt exchanged messages between each other. In February 2015 they held a meeting within the framework of the Munich Security Conference.

The legal framework of the bilateral relations consists of 29 international treaties, including Agreement on the basis of the relations and cooperation between Belarus and Egypt, Trade agreement, Agreement on economic, scientific and technological cooperation, Agreement on encouragement and mutual protection of investments, Agreement on avoidance of double taxation, Agreement on cooperation in science and technology, Agreement on cultural cooperation, Agreement on cooperation in crime prevention and mutual legal assistance in criminal matters.

Trade and economic relations between Belarus and Egypt have actively developed recently.

Belarus exports to Egypt tractors, trucks, tires, machinery, metal products, fertilizers, pumps, X-ray equipment, chemical products.

Leading Belarusian exporters in Egypt are OJSC «Belarusian Steel Works», OJSC «Minsk Tractor Works» (MTZ), JSC «Minsk Automobile Plant» (MAZ) and Belarusian State Concern for Oil and Chemistry «Belneftekhim».

Joint production line of MAZ trucks on the basis of «Helwan Machinery and Equipment» company of the Ministry of Military Production of Egypt as well as an assembly line of MTZ tractors on the basis of «Mediterranean Industrial Company» have been established.

In March 2016 representative office of MAZ was opened in Egypt. Belarus imports from Egypt mostly citrus fruits, fresh fruits, plants used in perfumery and pharmacy, tea.

In April 2015 delegation of the Egyptian Council for Sustainable Development visited Belarus.

In September 2015 MTZ participated in the exhibition «Sahara-2015», where it showed a tractor «Belarus-350» developed for Egypt and the neighboring countries in the region.

In March 2016 the third meeting of the Belarus-Egypt Joint Trade Commission took place in Cairo.

9 Egyptian enterprises with 100 percent Egyptian capital and 12 joint Belarusian-Egyptian companies are registered in Belarus. There are no representative offices of Egyptian companies in Belarus.

Within the framework of bilateral agreements scientific and technical cooperation is developing between the National Academy of Sciences, Belarusian State University of Informatics and Radioelectronics, Belarusian National Technical University, Research Institute of Radio Materials and Egyptian partners. Delegation of Egyptian scientists headed by the president of the Academy of Scientific Research of Egypt visited Minsk in August 2004. Delegation of the National Academy of Sciences of Belarus headed by Academician S.Zhdanok visited Egypt in September 2005.

In January 2016 the delegation of the National Academy of Sciences of Belarus headed by the First Deputy Chairman of the Presidium of the National Academy of Sciences S.A. Chizhik visited Egypt. Following the visit, a memorandum of understanding was signed between the National Academy of Sciences of Beltus and the Academy of Scientific Research and Technology of Egypt.

Belarusian National Technical University, Belarusian State University, Minsk State Linguistic University and Belarusian-Russian University concluded cooperation agreements with Egyptian universities.

In June 2016 the delegation headed by the rector of the National Technical University B.M. Khrustalev visited Egypt. Following the visit a trilateral agreement on cooperation between the Belarusian National Technical University, Tabbin Institute for Metallurgical Studies and Kafralsheyh University was signed.

During 1991-2013 years more than 120 Egyptian specialists and 29 PhD graduated from Belarusian universities.

In October 2004 the National Library of Belarus and the Alexandria Library concluded an agreement on cooperation in the field of science and information.

Belarus held Days of Egyptian Culture in 2005. Days of Belarusian Culture in Egypt were held in 2007 and 2008.

In 2015 Belarus participated in the Cairo International Festival of Animated Film for the first time. In 2016, the animated film of the National Film Studio «Belarusfilm» «Spring in Autumn» (director and scriptwriter Tatiana Kublitskaya) was honored with the award for the best screenplay at the festival.

In 2015, the Belarusian Embassy organized the «Evening of Belarusian documentary film» for the first time in Cairo.

Belarus and Egypt are developing relations in the field of tourism. Egypt is one of the leading destinations for the tourist flow from Belarus: 85,263 Belarusian tourists visited Egypt in 2016.
