Belarus – Egypt

The diplomatic relations between the Republic of Belarus and the Arab Republic of Egypt were established on February 1, 1992.

The Embassy of Belarus in the Arab Republic of Egypt was opened in August 1997.

President of the Republic of Belarus H.E. Aleksandr Lukashenko visited Egypt in June 1998, January 2017 and February 2020. In September 2015, the President of Belarus met with the President of Egypt at the 70th session of the UN General Assembly in New York.

In June 2019, the first visit of the President of the Arab Republic of Egypt H.E. Abdel Fattah Al-Sisi to Belarus took place.

Egypt was visited by Deputy Prime Minister of the Republic of Belarus (1996), Minister of Foreign Affairs (1998, 1999, 2006, 2009), Minister of Industry (2017 and 2019), Minister of Agriculture and Food (2019), Minister of Natural Resources and Environmental Protection (2017), Minister of Antimonopoly Regulation and Trade (2003, 2016 and 2018), Minister of Communication and Informatization (2018), Minister of Culture (2004 and 2008), Minister of Internal Affairs (2006), Chairman of the State Committee for Science and Technology (2000), Chairman of the State Military Industrial Committee (2015, 2018 and 2019).

Ministries of Foreign Affairs of Belarus and Egypt held five rounds of political consultations at the deputy ministers level.

In December 2014 and February 2017 Foreign Ministers of Belarus and Egypt exchanged messages between each other. In February 2015, 2017 and 2018 they held meetings within the framework of the Munich Security Conference.

The legal framework of the bilateral relations consists of 50 international treaties, including Agreement on the basis of the relations and cooperation between Belarus and Egypt, Trade agreement, Agreement on economic, scientific and technological cooperation, Agreement on encouragement and mutual protection of investments, Agreement on avoidance of double taxation, Agreement on cooperation in science and technology, Agreement on cultural cooperation, Agreement on cooperation in crime prevention and mutual legal assistance in criminal matters, Agreement on cooperation and mutual assistance in customs matters.

Belarus exports to Egypt tractors, trucks, tires, machinery, metal products, dry milk, pumps, X-ray equipment, chemical products.

The main imports from Egypt are citrus fruits, other fresh, canned and frozen vegetables and fruits, medicines, plants used in perfumes and pharmaceuticals, outerwear.

Leading Belarusian exporters in Egypt are OJSC «Belarusian Steel Works», OJSC «Minsk Tractor Works» (MTZ), JSC «Minsk Automobile Plant» (MAZ), UE «Adani» and Belarusian State Concern for Oil and Chemistry «Belneftekhim».

In 2019, over 70 visits of official and business delegations of high and expert level in various fields were organized.

Joint production line of MAZ trucks on the basis of «Helwan Machinery and Equipment» company of the Ministry of Military Production of Egypt as well as an assembly line of MTZ tractors on the basis of «Mediterranean Industrial Company» have been established.

Assembly lines of road-building machinery of JSC «Amkodor», agricultural machinery of JSC «Bobruiskagromash» were opened in Egypt. Work is underway to create assembly lines of JSC «Minsk Motor Plant» diesel engines, «SelenergoProm LLC» granaries.

In March 2016 a representative office of MAZ was opened in Egypt.

Belarusian enterprises regularly take part in the international exhibition of agricultural machinery and equipment «Sahara», the international food exhibition «Food Africa» in Cairo.
In September 2019 the sixth meeting of the Belarus-Egypt Joint Trade Commission took place in Cairo.

In February 2020, the first meeting of the Belarusian-Egyptian Joint Business Council was held in Cairo.

9 Egyptian enterprises with 100 percent Egyptian capital and 12 joint Belarusian-Egyptian companies are registered in Belarus.

In the framework of interregional cooperation, twinning agreements were signed between Minsk and Cairo, the Minsk region and the South Sinai governorate.

Scientific cooperation is developing. In January 2016 the delegation of the National Academy of Sciences of Belarus headed by the First Deputy Chairman of the Presidium of the National Academy of Sciences Dr. Sergei Chizhik visited Egypt. In May 2017 a delegation of the Academy of Scientific Research and Technology of Egypt headed by its Chairman Dr. Mahmoud Sakr, visited Belarus. The Academies of Sciences of the two countries are implementing 4 joint research projects.

Belarusian National Technical University, Belarusian State University, Minsk State Linguistic University and Belarusian-Russian University concluded cooperation agreements with Egyptian Universities.

In February 2020, a delegation of the Minister of Education of the Republic of Belarus and rectors of the Belarusian State University, the Belarusian National Technical University, the Belarusian State University of Informatics and Radioеlectronics visited Egypt. A meeting with the Minister of Higher Education and Scientific Research of Egypt was held. A round table meeting with the leadership of Egyptian universities on issues of intercollegiate interaction was organized.

During 1991-2019 years more than 130 Egyptian specialists and 29 PhD graduated from Belarusian universities.

In April 2019, the first courses in the field of furniture design and production for Egyptian specialists were held in Cairo with the participation of the Belarusian State Technological University instructors.

In October 2004 the National Library of Belarus and the Alexandria Library concluded an agreement on cooperation in the field of science and information.
Belarus held Days of Egyptian Culture in 2005. Days of Belarusian Culture in Egypt were held in 2007 and 2008.

In 2015 Belarus participated in the Cairo International Festival of Animated Film for the first time. In 2016, the animated film of the National Film Studio «Belarusfilm» «Spring in Autumn» (director and scriptwriter Tatiana Kublitskaya) was honored with the award for the best screenplay at the festival.

In 2017 Egypt was first presented at the international festival «Slavic Bazaar in Vitebsk». In July 2018 the representative of Egypt for the first time took part in a competition of young performers in the framework of the Slavic Bazaar festival.

As part of the development of sports cooperation in February 2018 a friendly football match of the youth team of the Minsk region «Isloch» with the youth team of South Sinai took place at the stadium of the Youth Olympic Village in Sharm El-Sheikh.

In January 2019 a joint training camp for the boxing youth teams of Belarus and Egypt was organized in Cairo. In July 2019, the Belarusian-Egyptian week of friendship and sports was held in Minsk. During this event Egypt boxing and wrestling teams visited Belarus to conduct training camps and participate in competitions.

Belarus and Egypt are developing relations in the field of tourism. Egypt is one of the leading destinations for the tourist flow from Belarus.
