Belarus – Oman

The diplomatic relations between the Republic of Belarus and the Sultanate of Oman were established on July 23, 1992.

Since December 2013 non-resident Ambassador of the Sultanate of Oman to the Republic of Belarus is Youssef Issa Ali al-Zadzhali.

In May 2014 Ambassador Extraordinary and Plenipotentiary of the Republic of Belarus to the Arab Republic of Egypt Sergei Rachkov was appointed to non-resident Ambassador Extraordinary and Plenipotentiary of the Republic of Belarus to the Sultanate of Oman.

President of the Republic of Belarus carried out an official visit to Oman in April 2007.

Oman was visited the Speaker of the Council of the Republic of the National Assembly of the Republic of Belarus (2010), Assistant of President of Belarus for National Security Affairs (2010), Minister of Foreign Affairs (2004), Chairman of Minsk City Executive Committee (2008), Minister of Interior Affairs (2010), Minister of Trade (2016), Minister of Education (2016).

Chairman of the State Council (Parliament) of the Sultanate of Oman, Minister of National Economy, Minister of Foreign Affairs, Minister of Defense, Minister of State and Governor of Muscat, Secretary General of the Scientific Research Council, Minister of Higher Education, Minister of Justice, Chairman of the Chamber of Commerce Board Directors have visited Belarus recently.

Three rounds of political consultations at the deputy minister’s level were held by Ministries of Foreign Affairs of Belarus and Sultanate of Oman.

In August 2015 Minsk hosted the first meeting of the Belarusian-Omani Business Council. The second meeting was held in March 2016 in Muscat.

Interparliamentary cooperation expands: Memorandum of understanding is signed and groups of cooperation are formed. Omani parliamentary group visited Belarus in 2015. In March 2016 the Deputy Chairman of the Standing Committee on the Long-Distance Affairs and National Security, the head of the group of friendship of the National Assembly of the Council of the Republic of Belarus to the Council of State of Oman visited Oman.

The legal framework of the bilateral relations is under development. The parties signed agreements on trade and economic cooperation, mutual protection of investments, avoidance of double taxation, mutual abolition of visa-requirements for holders of diplomatic, special and service passports; Memoranda of understanding between Ministries of Foreign Affairs, Justice, Education; Chambers of Commerce, as well as an agreement on the establishment of friendly relations between Minsk and Muscat.

Intergovernmental agreement on the establishment of the Joint Committee in the field of trade, economic, scientific, technical and investment cooperation is ready to be signed. Drafts of international agreements on legal assistance in civil and criminal matters and extradition, intergovernmental agreement on air traffic, as well as a number of interagency agreements (in the field of tourism, sports, justice, culture and science) are under consideration by the Parties.

Belarus and Oman are focused on developing trade and economic relations.
